Safety is increasingly becoming a key criterion when choosing a country to live, work, or invest in. Therefore, the Global Peace Index (GPI) seeks to highlight the safest countries to live in. Discover this year's top 10, which includes Portugal.

Published annually by the Institute for Economics and Peace, the GPI measures peace in 163 countries based on 23 indicators, including crime rates, political stability, internal and external conflicts, and respect for human rights.

Based on this data, these are the 10 safest countries to live in by 2025:

Assuming that peace is "notoriously difficult to define," the Institute for Economics and Peace approaches it in terms of harmony achieved by the absence of violence or the fear of violence.

The Three Domains of Peace

Described as "Negative Peace," it is a complement to Positive Peace, defined as the attitudes, institutions, and structures that create and sustain peaceful societies.

Therefore, the GPI measures a country's level of negative peace using three domains of peace:

1️⃣ Ongoing Domestic and International Conflicts

• It uses six statistical indicators to investigate the extent to which countries are involved in internal and external conflicts, as well as their role and duration of involvement in conflicts.

2️⃣ Level of harmony or discord in a nation

• 11 indicators broadly assess what can be described as Social Security and Protection: low crime rates, minimal terrorist activity and violent demonstrations, harmonious relations with neighboring countries, a stable political landscape, and a small proportion of the internally displaced or refugee population can be equivalent to peace.

3️⃣ Militarization

• Six other indicators explore the link between a country's level of military development and access to weapons and its level of peace, both domestically and internationally.

Additionally, comparable data on military spending, such as percentage of GDP and the number of armed forces officers per capita, are considered, as well as financial contributions to UN peacekeeping missions.
